Cynthia, my experience here is very limited, so take all of this as possibility only. In
general, a US citizen will get Social Security Disability or something
like it if he or she has worked enough, and is disabled. SSI is a
completely seperate question which I do not here address. Most
civilized countries have "totalization agreements" that combine
earnings in both countries and pay a check based on the system of one
country or the other. Which country pays depends on the particular totalization agreement. Contact the American Embassy or Consulate, or try calling 1 800 772 1213; I am not sure that number works outside the U.S. The
wage crediting process is not automatic, and you will have to take it
upon yourself to get your earnings record from the country that is not
paying benefits and show it to the country that is. My guess is that France would pay benefits, but I could be wrong. Go
as far as you can with your claim and share your experience here for
the benefit of others, and perhaps you will get some support here, too.
